FINANCE36. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING MAY 31, 2017Description
The Superintendent's Financial Statements for the month ending May 31, 2017 did not reflect any unexpected trends for the fourth quarter of the 2016-2017 fiscal year. With the implementation of the salary increases and payment of Best and Brightest Scholarships, it is still anticipated the General Fund revenues will exceed expenditures. With the District becoming self-insured for health coverage as of January 1, 2016, the Internal Service funds reflect greater revenues and expenditures as well as restricted fund balance amounts when compared to the financial statements for the same time last year. In addition, budgeted usage of fund balance in the internal service funds are higher to cover claims that have been incurred, but not paid.
Recommendation

41.APPROVAL OF THE 2017/18 FIVE-YEAR CAPITAL IMPROVEMENT PLAN ADOPTIONDescription
Adoption of the 2017/18 Five-year Capital Improvement Plan (CIP). Through the CIP, Sarasota County Schools establishes its five-year capital plan and capital budgeting priorities from 2017/18 through 2021/22. The CIP reflects the Board's direction from capital planning workshops held from November, 2016 through May, 2017. It also addresses the capital funding considerations required by HB 7069, including the issuance of debt to pay for Elementary J.
Recommendation

42. APPROVAL OF GOCIO'S PILOT PRESCHOOL PROGRAM GRANT PROPOSAL TO MARY KAY AND JOE HENSON FOR GOCIO ELEMENTARY SCHOOLDescription
NON-COMPETITIVE: This proposal outlines the terms and conditions for Mary Kay and Joe Henson to fund two full time "pilot" preschool classrooms for a three-year probationary term as part of a longitudinal study regarding the academic impact of high quality preschool instructional programming. The Hensons will fund each year's actual expenses up to a total of $700,000 for the three years of the program. In order to fully fund these classrooms in accordance with national and state standards, two full time teachers and two full time Child Development Associates (CDA) preschool childcare aide positions are required. Participating families would be encouraged to remain enrolled at Gocio until the end of third grade in order to properly track and ensure the fidelity of data collection. Upon meeting expected outcomes at the end of three years, the Sarasota County School District would assume funding of the Gocio program for years four and five. Upon meeting expected outcomes after year five, the school district would consider continued funding at Gocio and expansion to additional Title One schools at the district. The attached proposal provides further details regarding components and may help illuminate potential associated costs. The School Board's performance and obligation to pay under this Agreement is contingent upon an annual appropriation by the School Board and the availability of funds to pay for the services in this Agreement. The School Board shall have sole discretion and be the final authority as to what constitutes an annual appropriation and the availability of funds necessary to continue funding this Agreement. If such funds are not appropriate or available for this Agreement and this Agreement is terminated, such action will not constitute a default by the School Board.

Minutes:Caroline Zucker asked Art Hardy to give an update on the possible lawsuit involving HB 7069. Broward and St. Lucie school boards are initiating a possible lawsuit against the legislature/state to challenge the constitutionality of portions of the bill. They are trying to raise the issue throughout the state to see if other districts might be interested in joining them in a joint lawsuit. Other districts will be discussing this in the next two weeks. This issue will be discussed further by our Board at the August 1 Board Meeting.
Eric Robinson stated that although he was pleased to see our school grades, he was stunned to see one of our charter schools receive a "D". He wanted to know that the timeline was in formulating a school improvement plan. The Superintendent explained that the school will come forward with a school improvement plan at the August 15 work session. After receiving feedback and/or suggested changes, the Board will vote to accept or decline the plan at the September 5 Board Meeting.
Bridget Ziegler wanted to thank Jeff Charlotte and Jack Cox for having her on their radio program with Veronica Brady and Keith Monda on a program called "Business Spotlight." The program highlighted the Reading Recovery program. She said this is about the third time they have highlighted the great partnerships we have.
As chair of the FSBA Legislative Committee this year, Jane Goodwin just returned from Tallahassee where she made a presentation to the State School Board Committee regarding possible legislative platforms for this year.
Caroline Zucker just returned from Jacksonville for a Juvenile Justice state advisory meeting. She said only 1% of our juvenile community is causing most of the problems, costing about $37,000 per student, per year. Restorative Justice has been a really good positive, which is trying to reach the children at a very early age. She said as you can see, your Board is very involved in and out of our community.
